In a crucial move to revive the Presidential Amnesty Programme (PAP), Dennis Burutu Otuaro steps in as the new administrator, poised to restore it to its former glory and address the issues faced by its members.

Originally launched to quell the unrest in Nigeria's Niger Delta region, the PAP suffered a decline after the departure of its initial leadership from the political landscape. Dennis Burutu Otuaro's appointment marks a pivotal moment in the program's history, aiming to uplift the region from its socio-political setbacks and ensure members receive the support they deserve.

Under previous administrations, the program saw significant achievements, including the disarmament and demobilization of thousands of ex-militants without a single shot fired—a feat recognized globally for its effectiveness. Despite these successes, subsequent phases encountered challenges in maintaining momentum and fulfilling the promises of reintegration.



With a mandate to enhance program effectiveness and tackle lingering issues, Otuaro brings a wealth of experience and determination to steer the PAP towards renewed success. His leadership promises a revitalized effort to empower members through educational and vocational training, both locally and abroad.

Otuaro's appointment signifies a new chapter for the Presidential Amnesty Programme, reaffirming its commitment to fostering peace and prosperity in the Niger Delta region and beyond.

We need to increase the impact of this program, we need to make it better that is why I am holding these meetings.

Mr. President means well for Niger Delta, let's earn his respect by working together and make this program better.

One of the leaders who attended today's event said, the Presidential Amnesty program was dead before, now that Otuaro has come, it is alive again, your attitude and how you shake each person here, show you are a leader with a difference.
