NDYFGG Calls on House of Representatives to Withdraw Arrest Threat Against PAP Administrator
The Niger Delta Youth for Good Governance (NDYFGG), led by its National President, Comr. Lucky O.O Ukueku, has called on the House Committee on Public Accounts to withdraw its threat of arrest against the Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Burutu Otuaro.
In a formal appeal addressed to the Committee Chairman, Hon. Bamidele Salam, and issued on December 6, 2025, Comr. Ukueku argued that the inquiry being pursued by the Committee relates to the Auditor General’s Report of 2021—a period that predates Dr. Otuaro’s appointment by three years. He described it as inappropriate and unjust to demand accountability from an official for actions taken before assuming office.
The NDYFGG President urged the Committee to channel its oversight responsibilities toward more pressing national issues such as rising insecurity and the alleged lack of transparency in the administration of state security votes across the country.
Highlighting the original purpose of the Presidential Amnesty Programme, Comr. Ukueku emphasized that PAP remains a critical peacebuilding initiative designed to stabilize the Niger Delta through Disarmament, Demobilization, and Reintegration (DDR) of ex-agitators. He noted that under Dr. Otuaro’s leadership, the programme has recorded impressive progress—including unprecedented deployment of beneficiaries to local and international universities, and increased human capital development efforts to empower ex-agitators.
Comr. Ukueku stated that Niger Delta youths and PAP beneficiaries are satisfied with the current administration of the programme and view the recent actions of the Committee as politically motivated rather than guided by genuine concern for the region.
He further urged the House Committee to investigate issues that genuinely threaten national stability, particularly the alleged mismanagement of security votes by state governments.
Quoting a popular saying, he remarked: “Remove the log in your own eye before addressing the speck in someone else’s.”
The NDYFGG President warned that the group would not remain passive if the Committee fails to retrace its steps. He announced that Niger Delta youths are prepared to embark on a peaceful protest at the National Assembly, emphasizing their commitment to preserving peace and justice in the country.
